Cornell Cooperative Extension Administration requires Associations to follow FORM (Financial Operations Resource Manual) Code policies. These policies are based off of GAAP, and other entities' regulations that govern nonprofit and sub-governmental agency financial practices. They are updated periodically to reflect changes that are either mandated or reflect best practices.

A human resource policy manual serves as a management and leadership tool providing information for dealing with human resource questions, development opportunities, and concerns. The templates here are for reference only and are not to be considered or used as a representation of official local association policies.

Each Policy is categorized by Type (Compliance, System or Local) that defines if/how a Policy is to be adopted or modified to meet the needs of an Association while remaining in Compliance with Federal and State Employment Laws. In the event that a federal, state, or local regulation conflicts with any provision contained in this employee policy manual, the regulation shall prevail and the provision deemed amended to the extent necessary to comply with said regulation.

Compliance: A policy that is adopted as is. No changes are allowed to this policy.

System: A policy that has been developed by Extension Administration Human Resources. Any and all modifications must be reviewed and receive documented approval by Extension Administration Human Resources prior to adoption.

Local: A policy template recommended by Extension Administration Human Resources that maybe adopted as written or may be modified to meet the needs of the local Associations. Seek legal counsel before adoption.

This volunteer policy is the required system policy for Cornell Cooperative Extension Associations. In it, you will find a clarification and definition of the legal relationship of volunteers to local extension associations. For those volunteers whose roles include working with vulnerable age and ability groups in unsupervised settings, an extensive background check is required. A simple yet thorough national background check is required of most volunteers serving more than one day per year. All volunteers agree to act in the interests of the organization while carrying out their roles.
